Director of the Performance
Assurance and Safety Division (PASD) for Wackenhut Security and Law
Enforcement Services and the Department of Energy. I was
responsible for five Departments within the Division: Safety
Department, Quality and Audit Department, Performance Testing and
Assessment Department, Program Review and Analysis Department, and
the Department of Environmental Health and Safety. The PASD is
responsible for the comprehensive oversight for Nuclear Material
Security, Law Enforcement and Anti-Terrorism Operations at the
Department of Energy’s Savanna River Nuclear Material Site. There
are approximately 12,000 employees that work at the Savanna River
Nuclear Material Site. The company has approximately 900 security,
support and law enforcement personnel, comprised of over 700
qualified police officers, personal and physical security officers,
11 Dog K-9 department, a police helicopter aviation department with
two helicopters, river boat-patrol department with three boats,
several special response teams, training division, and
approximately a 200 person support staff. We were responsible for
all law enforcement, anti-terrorism and special nuclear material
security on a 310 square-mile nuclear materials
facility.
Commander of a Law Enforcement
Unit: Responsible for over 150 military police and civilian members
of the unit, conducting continuous law enforcement and public
safety operations for over 50,000 residents and employees at Ft.
Campbell, KY. Law Enforcement Company included all elements of a
large police department: K-9 Section that included 11 dogs
both bomb and drug, Police Investigation Section, SRT/SWAT, Traffic
Investigation Section, Patrolling Section, Bike Patrol Section,
Holding Cells, Vehicle Registration Section, Game Warden Section,
Animal Control Section, Desk Sergeant Operations, DARE section,
Crime Prevention Section, and a large support structure, and worked
closely with the Criminal Investigation Command (CID) at the
Regional Office at Ft. Campbell, KY.
Special Reaction Team Commander:
Responsible for the training, planning, safety, evaluation and
execution of a 21 person Special Reaction Team (SRT) to high-risk
situations.
Executive Officer: Responsible
for the planning and administration of company logistic and support
operations that included: physical security, safety, environmental
impact, performance evaluations, ensuring high quality operations,
transportation, logistics, budget, special projects, operations,
and training.
Operations/Training Officer of a
Law Enforcement Unit: Responsible for the planning and training of
over 400 military police officers with various law enforcement
missions. This included unit performance evaluations, safety
assessments of high-risk operations, reviewing risk-assessment
plans such as air assault operations and close-quarter battle live
fires, and ensuring high quality standards during
operations.
Assistant Professor and Director
of the Leadership and Military Science Department at California
University of Pennsylvania. Responsible for the planning,
development, marketing, promotion, instruction, administration,
curriculum development, and the evaluation of the program.
Specialized in authoring and teaching the leadership curriculum. I
reinstituted the current Military Science and Leadership program at
California University of Pennsylvania.
Assistant Professor of Political
Science at the United States Military Academy, West Point and
served as Program Director of the Research Methodology course which
encompasses extensive study in quantitative analysis/statistics.
Research focused on Counter Drug Policy, Terrorism and Security
Operations. Served as a Leadership lecturer in the USMA honors
program.
